As opposed to "full screen", yes, I think (at least that is my
experience). What the upper right, central screen icon "thinks"/"claims"
to be full is really more like half.
You are confusing a maximized window with full screen. In full screen
(accessible by alt-Enter) there are no icons in the upper right (nor
anywhere). Try hitting the alt-enter.
