Xy IV dumb Alt/Help

What's the best way to keep a press of the Alt key from invoking the "Action
Bar"? I got it off my fullscreen (OS/2) Xywrite IV session somehow, but either
I can't remember how or the same method doesn't work in a windowed Xywrite
session under OS/2. I'd prefer not to have to rename the Alt key in the
keyboard file because it interferes with the dialing TSR I'm using in that
session....
