The solution is GWX Control Panel that can be downloaded from:
http://ultimateoutsider.com/downloads/
Documentation at:
http://blog.ultimateoutsider.com/2015/08/using-gwx-stopper-to-permanently-remove.html


The program will check if there is such a download on your disk, and you
can delete it with it if you want.
