TEST.KBD

I've just downloaded a copy of Test.kbd. When I try to load it I get a message
which says:
bad (that's ASCII 19 followed by a semi-colon)
This happens on both an Acer 710 and a tandy 1500HD. I'm running 3.54 on both
machines. I don't think it's EDITOR.EXE which is corrupt because it's two
different copies.
I do a search and can't find an ASCII 19 in the test.kbd
