Yes, you could say that it's one of the pillars of the business, but
word counts _do_ differ even between different MS Word versions, and in
various CAT tools etc. So it's important that translator and (verifying)
client or agency use the same tool. However, the discrepancies are never
quite as extreme as in the example you give. I guess Kari is right that
this is a Unicode/Xy thing.

You might try this free word counting utility, written by a fellow J-E
translator:

It supports Excel and of course Unicode. I use it a lot, and give silent thanks
