IBM dictionaries...?

Are others experiencing the same problem I am with downloading
the IBM dictionaries? It appears that the dictionaries may not
be available any longer. Does anyone know if this is the case?
I should have downloaded the French (National) dictionary, but
I just put it off a bit too long.
