Of course not. It doesn't change the COMSPEC. It doesn't change anything. It
simply means, that if U2 calls CMD.EXE, it exists and it responds. And it
works as CMD.EXE should. To the (ever lessening) extent that a command
processor defines an operating system, it gives you compatibility with NT.
What's wrong with that? It doesn't mean that you can run USB with Win95, but
it does mean that if you want all of NT's flexibility with the START command,
for example, you have it. Users may not value such things, but U2 does. You
have to program very specifically around the capabilities of the command
processor. COMMAND.COM is much less capable. After all, in NT you have *both*
COMMAND.COM and CMD.EXE at your disposal. They co-exist nicely.
