I put SL=28 in settings.dfl and removed it from startup.int. It did not
make any difference (ie it still worked fine). I personally prefer to
make these settings in startup.int, where they are associated with my
font settings.
Incidentally I found from some REMed out settings in startup.int that I
have also successfully run XY4 with 36 lines in a DOS window (not full
screen) using my font height utility with a setting of 11. This
virtually fills a 1024x768 screen.

Include SL=28 in your SETTINGS.DFL (instead of STARTUP.INT) and test again.
