REORGaNIZe v2

Robert Holmgren says:

Actually, our collaboration ou REORGaNIZe goes farther back than
Robert admits. We first started discussing ways of rationalizing
the presentation of XPL code during the summer of '91 (Robert's
independent work on this subect reaches back into the 80's with
his protoypical RELOCATE.PM, the seminal XY-KBD.TXT, et al.).
REORGaNIZe for III+ was ready by the fall of '92 -- we used,
tested, debugged, recoded and talked it to death for more than a
year! -- but by that time the release of Signature seemed at long
last imminent and real, so we waited and issued parallel versions for
III+ and Sig, on Christmas Day 1992.

Since that initial release, our attention to this package --
particularly, optimization for XyWrite 4 and XyWin, the
introduction of conventions for command-line parsing and user
help, and reconfiguration of the whole as a unitary U2 Help file
-- has been ongoing, one might say unrelenting. The effort, IMHO, has paid off
(for the authors, at least) with a set of stable, capable
development tools and code-presentation benchmarks, which we hope
will engage the attention of the XPL community at large.
