If you really did this to config.tsh, then nothing would have changed, you
need to make the changes to your config.sys. But now I am really
confused, I have several computers here, with Win98 first and second
edition, and they all have expanded memory available and they have
blank config.sys files. If you had Win95, then I would expect your
computer to act the way it does.

My suggested config.sys would be:
device=c:\windows\command\himem.sys
device=c:\windows\command\emm386.exe auto
dos=high,umb

Win98 defaults the FILES parameter to 60, so unless you need
something different, then leave it out.

I'm beginning to think that your PC has some unusual memory
configuration that requires special emm386 parameters to get expanded
memory. If this doesn't work, then I would suggest talking to the
manufacturer of your computer or looking at their web site for tips on
getting expanded memory.

BTW, when you type "ver" at the dos prompt in Win98, here's what you
get.
Win98 - Windows 98 [Version 4.10.1998]
Win98SE - Windows 98 [Version 4.10.2222]
