It's not for Win98, but I've found the eclectic black viper blog and
site to be very helpful in handling W2000 and XP:

http://www.annoyances.org/ is a great place to search knowledge bases
and discuss Win issues, from Win95 onwards. I've gotten a lot of
questions answered there.
