Bug In "Edit Footnote" Function?

Dear SysOp: Have you noticed or received reports concerning a bug in function
EF (EditFootnote)? When I open EF (in WG "Draft" mode), edit the footnote,
then close the footnote by striking the same dedicated "EF" key a second time
(in my case, Ctrl-F3, coded "61=EF"), the edited footnote text is recorded
properly, the footnote closes, and the cursor then always rests upon a footnote
number; but it is often a *different footnote* than the one I edited. In fact,
I often find myself 3 or 4 pages earlier in the text. Or, alternatively, when
there are three or four footnotes displayed on a given screen, and I edit the
last of those footnotes, on exit from the footnote window my cursor may very
well be resting on the first footnote on the screen. I've noticed that this
only happens when I actually *edit* the footnote; if I simply open and close
the footnote window, my cursor rests where it should, on top of the edited
footnote. I've written a PM to work around this bug; but it slows footnote
editing down, & is a pain. Any suggestions/fixes? I use EDITOR.EXE v4.015
patched for Ibid, 780694bytes dated 6-07-94 --- but this is actually a
longer-standing problem, predating v4.015. At least two years old, maybe
more...
