Hardnumber program

Recently, someone asked about a program to substitute hard numbers for the
soft-number counters, C0 through C9. I don't believe there was a fully
satisfactory program in existence. I've written one (below, in XYENC form).
It's not up to the standards of Carl's and Robert's programs, but it works
here, though it's not been through extensive testing.
It handles re-sets of the counters, via  where n is a number 0
through 9, and m is any number.
