Robert and I noticed that -- two decades ago. It only works when the
omitted close quote comes immediately before the close guillemet. We
never made use of it: it looks sloppy, makes the code less readable
for humans, and is liable to lead to errors (because it doesn't work
in all contexts). The occasional 1-byte gain didn't seem worth it.
