One of Eric V. T.'s two desiderata, the most important from his
point of fiew, is

≪(b) if you've start a define but haven't finished it, Ctl+I does its
intended job *as if* the define had been completed at the cursor.≫

No need to modify ITAL.PGM. It already does precisely that. I
have tested it in expanded, draft, and pseudo-WYSIWYG-surrogate
modes. No need to sacrifice anything.
