MoDe 0 corresponds to the DOS background color, not necessarily to the
color of any screen element in XyWrite. But the short answer to your
question is Yes. In SETTINGS.DFL, play with the first two values of
default L1, and with the first three values of default L2. (If you
display the ruler, you may also need to adjust the values of default
L3.)

For reference, here's a list of the color controls available in
defaults L0 - L4 (source: Signature: Making the Transition) -- L1, L2
and, possibly, L3 being the ones that are relevant to your question:

L0 (Menu Bar Color Control)
df L0=i,h,a,b
-------------
i items in menu bar
h highlighted menu item
a accelerator character
b background color of menu bar

L1 (Command Line Color Control)
df L1=c,t,w,f
-------------
c current path
t text on CMline
w wildcards
f functions

L2 (Status Line Color Control)

l field labels and indicators (path, window number, date, etc.)
m prompt messages
b background color of fields (path, window number, date, etc.)
o color for prompts requiring a user response
s color for warning prompts

L3 (Ruler Line Color Control)
df L3=d,c,m,t

d color for dots and numbers on ruler line
c color for cursor on ruler line
m tab indicators on ruler line
t color of dot indicating active column in a table

L4 (Pulldown Menus, Dialog Box, and Help Screen Color Control)
df L4=i,h,a,d,b

i color of available items in pulldown menus, dialog boxes, Help
screens
h color for highlighted pulldown menu item
a color for accelerator character in each menu item
d color for dimmer (unavailable) items in pulldown menu
b color for highlighted item in list box
