One last thing odd about it all, is the terminology "anchored" files.
Macspeak would be "locked". I have yet to hear of anchored files on any
platform.
In case you want to make a further suggestion to this person, it would be
trash the questionable "prefs" file, then empty the Trash whilst pressing
option. This should remove any "locked" items, locked items being items
explicitly locked or temporarily locked by the OS whilst in use.
