footnote/format blues

Phil Ferreira reports that he's solved his footnote/format problems.
Glad to hear it, Phil.

If you use SmartSet and want to put footnotes in a separate file,
you might check out the routine called DUMPEM. It doesn't replace
footnote deltas with hard counters (doesn't modify the original file
in any respect), but I'd be happy to customize it for that purpose
if you wish.

More generally, DUMPEM will dump the contents of all embedded
commands of a specified type. This can be useful if, for example,
you want to view the contents of all embedded NoTe, PRompt, or
InVisible statements, if you've cross-referenced to various defined
counters and want to see at a glance what labels you've used, and so
forth.
