I would keep to two universes separate, keep Windows files as ANSI text and DOS files as ASCII text
and do a conversion with e.g. EditPad Lite. This means that you have to somehow fix formatting
codes, but a couple of Xy routines can do the job automatically. E.g. Xy3+ «MDNM» becomes
®MDNM¯ when converted to ANSI. A bunch of CI commands is all that is needed.

A more advanced solution would be to write a filter with an external programming language. Personally I find that DOS Clipper and nowadays Win Harbour/HMG have the tools to do these kinds of filters. I have written several to convert DOS Xy files to other encodings, e.g. ANSI and UTF-8. HMG is a xBase Windows compiler with modern features, see: https://sites.google.com/site/hmgweb/
