OK. You need to determine whether there is a compressed font available
internally in the 690C, or a compressed softfont that can be downloaded to the
printer at printing time -- and which font(s) you wish to use.

According to the HP website, the 690C internal fonts are
 Courier 	Regular, Bold, Italic, Bold Italic
 Letter Gothic 	Regular, Bold
 CG Times 	Regular, Bold, Italic, Bold Italic
 Univers 	Regular, Bold, Italic, Bold Italic
Nothing compressed there. So look at this website:
 http://www.xywrite.com/speedo/speedos.htm
and see if you find a compressed (or "condensed") softfont there that you like.

Another alternative is to use Ghostscript and a compressed Postscript font.

Have you tried using an HP LaserJet PRN, such as HPLJ-4.PRN? These often work
well with Deskjets -- this is the *easiest* way to work with an HPDJ printer!
The nice things about the LaserJet PRNs are that they automatically scale the
Speedo softfonts to the SiZe you specify, and they don't require WiDth tables.
Of course, you need to use Speedos with them -- use SWISS or DUTCH to
experiment (SWISS has some compressed fonts available). HPDJ660C.PRN is an
older style of PRN, where every SiZe requires different WiDth tables -- very
hard to construct or adapt these PRNs.
