This is a mystery. It waits for a keystroke, and thus requires an
argument (hence followed by "1" in the KBD file assignment). In NB,
if you execute func TB from the CMline, it produces the PRompt,
"Enter a character for the XPL or function argument \n\*". But when
you feed it a character, it does nothing. Maybe it's a placeholder,
reserved for future development (which evidently has not happened
yet). Ditto func TC.
