Discretionary hyphen

I recently went round the mulberry bush with this issue and post the
following in the hope of saving some one else the hassle. Apparently, if
one wishes to use a character not normally entered by a single keystroke
(e.g., one one types in using CTRL+ALT and a keypad number), one must do
it through the menus. Opening SETTINGS.DFL, finding dh=, and typing in
the ASCII code doesn't seem to "take." (Having occasion to use scraps of
other languages as much as I do, I am unwilling to use the default tilde
as the discretionary hyphen character. Not to mention needing it for the
truncated form of long file names.) A further wrinkle is that if one
wishes to assign that character to a keystroke, one must do so BEFORE one
makes it the discretionary hyphen. Otherwise, one cannot enter it as
such, but only as the soft hyphen--perfectly logical, when one thinks of
it. (I wanted it on CTRL+SHIFT hyphen, since that's where it is in
WordPerfect--where I have to use it a lot, WP's hyphenation procedure
being a total MESS.)
