I don't know the answer to that, but I've been using online, dedicated webmail portals -- proprietary to the internet provider -- for some years now. Not long ago, these got much worse in their design and UI, and particularly as regards the formatting and use of HTML. They just could not resist the urge to "improve" them. (Far too many products get "improved" into atrocious new versions.) There used to be a prominent "Plain Text" setting, now gone as best I can tell. While it is still possible to have a text-only reply, and to present the original message portion being quoted as plain text, you have to jump through some hoops to arrange it. Extra effort and kind of a pain. I hope my tendency not to bother with that does not create too much of a problem when I participate here. This
applies to at least one other list I'm on, as well.

You bring up another matter: are attachments allowed in this list? Is
HTML? And I have a general question: to what extent do people read email
in non-HTML-capable email readers today?
