Look at what your .kbd file has under the relevant keys. For instance, I have:
63=Q5,BC
for f5 under "table=" (the unshifted keys section of the .kbd file), and
64=Q6,RD
for f6 in the "table=alt" section.
and that should work fine in Windows 95.
