I published an international journal for some years without using a publishing
program. The question is whether you want elaborate graphics layout--or, say,
if you want a front-page story to flow automatically into p. 6, col. 3, 1/3
down the page, without your putting it there manually. If your publications are
mainly text you have to do a lot more work to get the same result.
