Go the official route of installing VirtualPC (WIN7):

VirtualPC is everything OS/2 promised to be, and much better. You can run VirtualPC on W2K and
upwards.
If you are running Windows Vista or Windows XP on your physical machine, you can still use Microsoft
Virtual PC 2007:
