But you're right. "highway robbery" *is* equivocal. It could mean
*robbery on highway* or *robbery of the highway*.

That's a lethal equivocation. See my article, "The Dollar and the

Your point that Verizon is a "virtual monopoly" has merit--the Baby
Bells all are virtual monopolies in providing local service--because
the government prevents (or licenses strictly) competitors.
