Actually, I don't think you HAVE to use the ScrollLock key at
all. IIRC, Robert has several times inveighed against its use.
Between the PFUNC command (PutFUNCtion) and the ability to enter
the guillemets from the keyboard (mapped to Ctrl comma and Ctrl
period on the out-of-the-box keyboard), plus the U2 routine CME
(which lets you type a command on the command line, then copy it
to a window for editing, then paste it wherever you want), you
can enter anything you want in a program without it. I confess to
sometimes employing it, but just because I'm such a lousy typist.
