Harry:
If Carl's reply doesn't solve your problem, then I have a solution that will
solve it, namely to use v3.3 of Stack, which is built-in to U2 v116. This
handles keyboard assignments in a different manner, and is specifically
designed for a user like you (with more than one function on CursorUp and
CursorDown, and/or reversed assignments, etc). See HELP STACK for
more info. You'll find a template for the four new REGistry keys that you need
in the version of XYWWWEB.REG that accompanies U2 v116 (just copy those four
variables into your existing REG file, and set the data accurately). You need
to insert a frame in DLG that redirects to U2 any calls to functions $S and $E
(normally those funcs only work in DLG); a copy of that DLG frame is in the
Stack Help frame -- just COPY it into DLG (before the current Stack code!!) and
then LOADHELP with DLG in the current window. And you need a new line
in STARTUP.INT, to init Stack. When you're all done configuring, **shut
XyWrite down** and restart.

Exactly. Is that what you're doing?
