Has anyone been through Edward Mendelson's WPDOS pages regarding these settings? There's so much information, it would probably take everyone on the list (or just one really interested person with lots of free time) to go through it, but it might be worth it.
One statement I noticed from the link below is the assertion that XP uses Config.nt and Autoexec.nt, not Config.sys or Autoexec.bat.

Windows.
You
cannot
set
those
things
any
more.
On
XP,
you
can
set
memory,
but
only
under
http://command.com,
which
loses
you
the
ability
to
have
a
distinctive
icon
on
the
titlebar
or
the
quick
launch
area.
And
not
at
all
in
Vista.
The
tabs
are
there
on
a
pif
properties
page,
but
they
have
NO
effect.
