That's an antique. I wrote it, and it was available on the BBS at one point.
But it only worked with 2400 baud modems; it manipulated the COM port.
Later I wised up and just used standard DOS services, like ECHO. There's a
reliable version in U2 -- use that, it works really well: point at a phone
number in a disk file with you curosr (or put "DIAL number" on the
CMline), and it dials the phone for a voice call. Be sure to pick up the
receiver while it is dialing, or not less than a second or so after it is
done, otherwise it disconnects.
