XYENCode and Xy4 (2 of 3)

Here's QDF4.PM -- a quick and dirty XYENCode formatter for Xy4. The
formatting algorithm is lifted from Robert's U2 frame IFEI. Provides
very readable output, which seems to decode perfectly every time.
(Don't attempt to format QDF4.PM itself, though.)

In the next message, I'll send an example of QDF4.PM's output.
