I have gotten that message once in a while also. I think (but do not
know for certain) that the meaning of such a message is that your
message has not been rejected, but that there was some trouble
delivering it (the recipient's host is down, perhaps?).

To think of this in real world terms: the standard issue rejection
message is the equivalent of the post office returning your mail because
you've misaddressed it. The timeout message is the equivalent of a
message that has gotten to the right place, but it was sent, say, return
receipt requested and Jordan just ain't home to sign.
