Forcing Page Breaks

This will seem laughably simple to those of you who can program your
electric coffeemaker from a computer terminal using only a nail file and
Xy-write, but I have a question.
In 3.54 and 3.57, I find it impossible to force a page break if I am
within two or three lines of the pre-programmed or even
page-length-adjusted end of a page. Xywrite reads my forced page break
as page 2, puts a header on the page and prints one or two lines of text,
and leaves the rest blank. Then, it reads the "original" or programmed
page break as page 3, prints the header, and fills the entire page with text.
I suspect this has something to do with the widows and orphans command,
but find the language of the manual in dealing with the problem to be,
well, opaque.
Has anyone else encountered this ogre and slain the beast with something
less than a broad sword of programming commands?
