Sure, because you can define your own tags, you can define the document
structure in a DTD, and you can define your "appearance" styles in a
stylesheet. You're not limited to what W3C thinks should be the tags you
use in your document. You define your tags, you define how they relate to
each other, and you define how you want them to look, which can be
different in different contexts. (Of course, if you're Word2000, you put
all of the appearance information directly into the HTML document anyway.
