Following is a procedure I took down a long time ago because I was getting the
Action Bar whenever I used Alt as part of a hotkey. I don't know whether it
will work for you, but I no longer have that problem:

"To neutralize Alt key:

Call up keyboard file. At command line write: CI /ALT (in caps)/ALTX/ This will
make it possible to use Alt as hotkey without conflict."
