Well, I started to dash off a quick answer saying "Oh, yes, you can do that."
Then I decided to try it in XyWin, and you're right--there doesn't appear to
be such a function. But I knew I had been able to do just that (move up and
down by paragraphs) in Xy3+ by using Alt-PgUp and Alt-PgDn. I checked my old
3+ keyboard file and found the following key assignments in the Alt table for
93 and 97 (PgUp and PgDn): 93=NI,PP and 97=NI,NP. (The same values were
probably also assigned to 73 and 81, the PgUp and PgDn on the number keypad,
but I've retrained my fingers to use the center cursor keys rather than the
number pad.)

So I quickly altered my keyboard file for XyWin to match, and it appears to
work beautifully. Now what I can't remember is: Did I originally customize
the 3+ file to do that? Or was it a built-in function? No matter. I'm just
encouraged that this seems to be one of the cases in which it's possible to
bypass the Windows stranglehold on the Alt key.
