This is not an error that I recall having seen before. I
presume it is a DOS error? I am crippled, too, by lack of
access to Win98SE -- although I formerly did have a W98SE
install, and (I am sorry to report) I had a great deal of
trouble with it, albeit of an entirely different sort
(sessions running in background would freeze, and not resume
until brought into the foreground [into focus] again). No
trouble at all with W95 or with any flavor of WinNT. I am
traveling for the next 36 hours, and I can only consider this
fully after I settle down. In the meantime, please answer a
few questions (which may or may not be pertinent -- I'd just
like to know) and do a few things:

Did you make any changes to U2 in preparation to run XyShell
(or for any other reason, apart from personal programming
you might have added, or fixed or new frames added at Carl's
or my behest since v114 was released)? Starting with v114,
there is *no need* for most users to ever adjust U2 -- all configuration is
done in XYWWWEB.REG. When XyShell's README.WIN installation
steps 9 and 10 tell you open U2 and enter some Variable
Data, that instruction no longer applies to v114+ (I need to
rewrite those sections -- mea culpa). So if you changed U2,
scrap it and unZIP a fresh unaltered copy of U2 from
XYWEB114.ZIP. v115 is in the offing, BTW -- maybe 10 days away.

Which computer manufacturer, and is it desktop or notebook?
If notebook, do you use the built-in keyboard or an external
keyboard?

What keystroke combo have you dedicated as your "shell to
new DOS session" key? I presume that, in general, U2 works
properly? Your regular launches program frames
successfully?

Do you run (usually) in a DOS box or in full screen VGA?

What's your BootDriveLetter -- C ?

According to your message, Rexx is successfully installed.
Since you are using the Rexx runtime, you installed Rexx to
"[BootDrive]:\Program Files\ObjREXX" aka d:\PROGRA~1\OBJREXX
-- correct?

Two tests:

1) Hit your dedicated "shell to new DOS session" key. If it
doesn't execute (i.e. you get the "this program cannot be
run in DOS" error), then CAll d:\PROGRA~1\OBJREXX\W2.INI and
copy the content (two lines) into an Email msg to me.

2) Execute the following on the CMline:
 s2 /h /r parse source a b c; say a '|' b '|' c;
If that doesn't execute, then toggle (Ctrl-Esc) to the
Desktop, open a DOS box, navigate to the ObjREXX directory,
and command:
 rexx w2.rex
Copy the output (if any) and send it to me.
Then command:
 w2win.bat
and send me that output to me too, if different from the
previous output.

Finally, if you haven't already hit some glaring snag, please
make a single ZIP of the following five files and send the
ZIP to me as an Email attachment:

your KBD file
XYWWWEB.REG (in Editor's directory)
W2-ALIAS.DAT (in Editor's directory)
W2WIN.BAT (in ObjREXX dir)
W2.INI (in ObjREXX dir)

I may have overlooked something (we probably need to look at
Properties for W2WIN.BAT) -- rushing to pack and hit the
road -- sorry for the haste. Let me know...
