Check the RT setting by typing VA RT on the command line (with a file open). I
bet you have it set to zero. This means that the tabs are figured relative to
the absolute left edge of the paper. You want to set it to one, so that tabs
are figured relative to the left margin you have specified. So you need to type
DEFAULT RT=1 on the command line (with no file open), and then try your CT
setup.
