Problem with U2 in NB10ED

It must be user error, but I can't get this simple U2 file to work in NB10

I invoke it by running this program:

'%--_XYENCode___end--Via after a ;*; at the end of the above the program file, I see
that the correct U2 file is loaded.
Can anyone see my error?
