Win8 has a hybernate or sleep mode; I recommend people to use that,
rather than completely power down at the end of the work day.
Yes, I usually put the machine to sleep rather than power off, unless
I'm going to be away for any length of time.
I've never had to reinstall an operating system, ever. Not since
Win95, anyway. Something is radically wrong if you're reinstalling the
OS on a regular basis, or a feel a need to.
