Not here, never. But let's do a little test, using frames QPE and
QPD. They provide encoding/decoding based on the Quoted-Printable
protocol used by e-mail programs. Below is your test string, B3 70
61 67 65 2D 64 61 74 65 22 3E FF C0 D7 2C 20 B3, encoded with QPE.
Does it decode correctly with QPD?
