Have you tried gmail?  It meets all of your requirements.  If you use IMAP and Thunderbird, all of your mail resides on the gmail server and in the email client on your PC.

1. Offers SMTP/POP and the other protocol whoe name I canot recall right

now? I.e., NOT Webmail)

2. at a reasonable price;

3. And will let me use whichever browser and e-mail client I want.
