One possible solution: use NoteTab Pro (shareware) or NoteTab Lite
(freeware), which let you specify Ascii or Ansi for the characters in a
file.

Works like Notepad should have, and has clibbooks (libraries) of
boilerplate anything, including dynamic html tagging for highlighted
text.
