Not necessarily. The router itself is probably drawing a dynamic IP
address from its service provider for the WAN connection, but that
doesn't necessarily mean that it assigns rotating addresses to
stations inside the LAN. If stations inside the LAN can be statically
assigned, or statically mapped using DHCP (meaning they always get the
same DHCP-assigned address), then you can still use a hosts file to
resolve computer names inside the LAN. If you need help configuring
this, send me your router's config file and I can have a gander at it.
