NO civilization uses their technology to the utmost -- if ours did,
we'd have fusion power working by now, cities on Mars, cures for
Alzheimers and schizophrenia, and heart transplants for indigents.
As for the Indians... they had the wheel, but used it only for
children's toys; they had metallurgy for jewelry making but not
for farm implements; in South America, they got exceptionally
close to writing, but never make it.
Not that this is teribly germane to the original assertion.

You mean they did not use their existing technology to the max?
I would have thought every civilisation has done that, the first exception
being the the current time, where lots of governments have nuclear bombs
but everybody is hesitating to use them.
