The short answer (one of them, anyway) is that there are sp*m or related "blacklists" that some ISPs can get on -- often temporarily, by mistake or for bogus reasons, even sometimes retaliatory in nature. One needs to complain or call this to the attention of the right authority . . . which in this particular case might be nearly impossible, or at least a gigantic PITA. (Not referring to the popular pocket bread, here.)
Anyway, Kari and I have arranged a workaround. If anyone else runs into such an issue in emailing me directly, please advise.
