linux windows emulator

yes linux has one, but everyone says it works *very* poorly. linux is
developing a gui, called gnome, but that is a windows-like interface
to run linux apps. linux also has X-windows which are a very nice
interface. but none of these allow you to run windows apps, but then
why would you want to?
