No, it's not an unusual request at all, and it should be easy to do. It sounds
as if you are on the right track. You have to use the SetPage command, outside
the RF command. The SP command *must* appear on the first line of the page it
is to affect, *before* any printable text. This means that the SP command must
be before RH and RF commands. This is critical.

So in your case, the safest way to do things is to place a PG command on the
last line of the last page of figures. On the very next line, very first thing,
place the SP command. That should do it.
