Xy cursor movement

When I write a piece of dialog, for example:
"Goodbye," he said
(with a tab before it, of course), and then use
the control and arrow keys to move around, I find a
strange thing happening.
When I use ctrl + right arrow from the margin over, I land
on the letter g. But if I use ctrl + left arrow from anywhere
after the close-quotes, I land on the quote.
This is frustrating because I expect cursor movement to be
one character at a time, so I expect a ctrl + right arrow
to land on the open quote, not the g.
Can someone explain Xy cursor movement to me?
